    The Children’s Internet Protection Act (CIPA) is a federal law enacted by Congress in December 2000 to address concerns about access to offensive content over the Internet on school and library computers. CIPA imposes certain types of requirements on any school or library that receives funding support for Internet access or internal connections from the “E-rate” program – a program that makes certain technology more affordable for eligible schools and libraries. In early 2001, the Federal Communications Commission (FCC) issued rules implementing CIPA.

    The Youth Internet Safety Survey, conducted by the Crimes against Children Research Center at the University of New Hampshire,collected information about incidents of possible online victimization through telephone interviews with a national sample of 1,501 youth ages 10 through 17 who used the Internet regularly (at least once a month for the past 6 months).

    In an effort to alleviate the perceived growth of a digital divide, the U.S. government enacted a major subsidy for Internet and communications investment in schools starting in 1998. In this paper, we evaluate the effect of the subsidy—known as the E-Rate—on Internet investment in California public schools. The program subsidized spending by 20%–90%, depending on school characteristics. Using new data on school technology usage in every school in California from 1996 to 2000 as well as application data from the E-Rate program, the results indicate that the subsidy did succeed in significantly increasing Internet investment.

    Social networking sites are becoming a political lightning rod for politicians and law enforcement. As more children use the sites the belief is that they are at increased risk to be targeted by online predators.
