Section 101.33 of the Texas Administration Code (TAC) states, "Beginning in 2004 with the 2003–2004 school year and subsequent even-numbered years, the Texas Education Agency shall release all test items and answer keys for the Texas Assessment of Knowledge and Skills (TAKS), the State-Developed Alternative Assessment (SDAA), and the Reading Proficiency Tests in English (RPTE).
